The Subject matters of Senate Committees
The following are the subject matters of committees:
1) The National Economy Committee - current and future state economic policy, the principles for regulating ownership structures, restructuring of the economy, the state financial system (including monetary policy, credits, banking, tax and customs policy), space development planning, construction, special purpose funds, insurance, ownership transformations, the activity of state owned enterprises, anti-monopolistic activities, transport, the maritime economy, the capital market, foreign economic relations;
2) The Culture and Media Committee - culture and art, the development of artistic creativity, promoting culture, protection of cultural heritage, cultural co-operation with other countries, the organisation of cultural institutions, state information policy;
3) The Science and National Education Committee - organisation and development of scientific research, the education system, continuing education system for teachers and scholars, care of children and young people, the organisation of scientific and educational institutions, scientific co-operation with other countries;
4) The National Defence Committee - defence and state security, the arms industry, the activity and functioning of the armed forces;
5) The Environmental Protection Committee - protection and shaping of the environment, protection of natural resources, water management, geology, mining and the power industry, forestry and forest management, hunting, ecological education, state financial management with respect to environmental protection, atomic physics and radiological protection, co-operation with other countries with respect to ecology;
6) The Human Rights and Rule of Law Committee – citizen’s rights and freedoms and their institutional guarantees, matters connected with the administration of justice and public security, law enforcement, adherence to human rights;
7) The Rules and Senate Affairs Committee – consideration of a motion for the Senate to grant consent to bring a Senator to accountability for commission of offences or to grant consent to arrest or detain him, the conditions for performing a Senator's mandate, the expire of a mandate, considering accusations of failure by a Senator to perform his duties and behaviour not suitable to the position of Senator, analysing Senators’ declarations on their material status and presenting the results to the Presidium of the Senate, the activity of Senators’ offices, expressing opinions on issues defined in the Rules and Regulations of the Senate relating, amongst others, to the interpretation and application of the Rules and Regulations, analysing complaints and motions addressed to the Senate and its bodies and considering issues arising from the functioning of the Chancellery of the Senate;
8) The Family and Social Policy Committee – family living and housing conditions, educational and cultural family policy, the legal protection of the family, the state’s social policy, the national insurance system, health and safety at work;
9) The Agriculture and Rural Development Committee - agricultural production, the processing of agricultural products, agricultural market, restructuring and modernisation of agriculture and related aspects, the multi-functional development of rural areas, infrastructure for rural areas, financial problems of agriculture and of food processing industry and industries related to agriculture, foreign trade in agricultural and food products, the shaping of agricultural ownership, social problems of farmers and farm workers, agricultural organisations and institutions, creating markets for new products and agricultural services ;
10) The Local Government and Public Administration Committee - organisation and functioning of local self-government structures, the finances of gminas, the management of communal assets, the functioning of state administrative bodies;
11) The Emigration and Poles Abroad Committee - links with Poland of Poles and persons of Polish descent living abroad and their legal situation, initiating and co-ordinating co-operation with émigré Polish circles, protection of Polish cultural heritage and history abroad and giving opinions to the Presidium of the Senate on the plan and performance of tasks commissioned by the Presidium of the Senate with respect to care over the Polish émigrés community and Poles abroad;
12) The Foreign Affairs and European Integration Committee - state foreign policy, interparliamentary relations, European integration and international economic relations;
13) The Legislation Committee – general legislative issues and coherency of law, co-ordination of the Senate’s legislative work, considering acts passed by the Sejm and legislative initiatives of the Senate;
14) The Health, Physical Education and Sport Committee – health protection, promotion of physical education, tourism and sport.
