Chapter 13

1. In the event that the price index of consumer goods and services has increased totally by more than 5%, the minister competent for matters of public finances shall increase, by means of a regulation, the amount referred to in Article 84d in proportion to such increase.

2. Price indices referred to para. 1 shall be calculated by reference to the information of the President of the Main Statistical Office announced in the Official Gazette of the Republic of Poland "Monitor Polski" prior to the 20th day of the first month of each quarter.

All written documents, and judicial and administrative proceedings in election matters shall be without payment.

1. Whenever in this Act references are made to the expiry of a time-limit for submission of a complaint or an appeal to a court or an electoral organ, this shall be understood as the day of filing the complaint or the appeal with the court or with the electoral organ.

2. If the day of expiry of a time-limit for performance of an action specified in the Act falls on a day which is statutorily not a day of work, the time-limit shall expire on the first working day after that day.

3. Unless otherwise provided by statute, electoral activities specified in the calendar of election, as well as actions referred to in para. 1 shall be made during working hours of courts and electoral organs.

This Act shall enter into force on the day of its promulgation.
